Home Improvement Grants/Loans

"Effective immediately, the Norco Redevelopment Agency is regrettably unable to accept any new applications for:

·
Home Improvement Grants
·
Deferred Home Improvement Loans
·
Cal-Grant Loans
·First-Time Homebuyer Loans

Due to the recent approval of the State of California Budget and Trailer Bills ABX1 26 and ABX1 27, all Redevelopment Agency programs in the State of California have been suspended and agencies are currently prohibited from entering into new agreements.  The Norco Redevelopment Agency is awaiting clarification on what activities, if any, can be continued.

EMERGENCY GRANT

Emergency Grants are available to income-qualified applicants for specific emergency repairs, and will fund up to $5,000 to address immediate health and safety risks. If the resident sells, refinances or transfers the property within one year, one-half the value of the grant would be repaid to the Agency.

HOME IMPROVEMENT GRANT

Home Improvement Grants are available to income-qualified homeowners over age 62 for exterior and/or interior repairs and improvements costing up to $10,000, or to income-qualified homeowners where the head of household or spouse is disabled. The grant is available when repairs or improvements can be completed for under $10,000. If code issues or other health and safety repairs would exceed the $10,000 grant amount, participants will be required to pay for remaining projects using their own funds, or can participate in the City's Deferred Loan Program. If the property is sold, refinanced or transferred within one year, one-half the value of the grant would be repaid to the Agency.

DEFERRED LOAN PROGRAM

The Deferred Loan Program is designed for exterior/interior repairs, and improvements that will cost more than the $10,000 offered through the Home Improvement Grant. Deferred loans are available for up to $40,000 at 0% interest to income-eligible owner-occupants who are over age 62, or where the head of household or spouse is disabled. Loans are available at 3% interest to other owner-occupants without age restriction, based on income eligibility. Repayment of the principal on the 0% loan is deferred until sale, transfer, or refinancing of the property. Repayment of the 3% loan is due after 15 years, or upon sale, transfer or refinancing of the property. To qualify for Home Improvement Programs, applicants must fall within the Moderate-Income level established for the County of Riverside.
