Other Assistance Programs

"Effective immediately, the Norco Redevelopment Agency is regrettably unable to accept any new applications for:

·Emergency Grants
·
Home Improvement Grants
·
Deferred Home Improvement Loans
·
Cal-Grant Loans
·First-Time Homebuyer Loans

Due to the recent approval of the State of California Budget and Trailer Bills ABX1 26 and ABX1 27, all Redevelopment Agency programs in the State of California have been suspended and agencies are currently prohibited from entering into new agreements. The Norco Redevelopment Agency is awaiting clarification on what activities, if any, can be continued.

FIRST-TIME HOMEBUYER

This down-payment assistance program is available to eligible moderate-income families or individuals seeking to purchase a home in Norco. Maximum amount of assistance is $80,000. Loans are for 30 years, 3% interest. Other restrictions apply.

INFILL PROGRAM

This assistance program is available to income-eligible families or individuals that qualify to purchase homes that are owned by the Redevelopment Agency. Homes are usually on lots of less than one-half acre and may be manufactured houses. There are no Infill houses available at this time.

SEWER LOAN PROGRAM

The Agency offers loans at either 3% or 5% interest (depending on income) to assist with the cost to install a lateral hook-up into the City's main sewer system. Monthly payments are made on the loan for a period of five years.

SWAT (Sewer, Water and Trash Discount) PROGRAM

Seniors 62 or older and disabled individuals may receive assistance to reduce the monthly utility bills. Income restrictions apply, and an annual application verification will be required of participants.
