ARPA Grant Program

The City of Norco offers financial assistance to small businesses and non-profit organizations through its American Rescue Plan Coronavirus State and Local Fiscal Recovery Funds allocation. The program provides a $5,000 grant to eligible small businesses and non-profit organizations based in the City of Norco that need assistance recovering from the negative economic impact of the COVID-19 Pandemic. This federally-funded grant program is administered by the City of Norco, is subject to availability of funds, and is offered on a first come, first served basis. This grant is intended to cover fixed expenses specifically associated with the losses and hardships endured during the
COVID-19 Pandemic. This funding is subject to the Single Audit requirements of the American Rescue Plan Act of 2021.

 

ELIGIBLE ENTITIES
A small business or small non-profit organization must satisfy the following criteria to be eligible to receive a grant award:

• Based in the City of Norco per active registration with the California Secretary of State 
• Operate with principal business in the City of Norco
• Possess an active City of Norco business license or other relevant permit
• Employ no more than 25 employees 
• Have been in operation since June 1, 2019 
• Must be impacted by COVID-19 and the related health and safety restrictions, such as business interruptions, lost revenue or business closures incurred as a result of the COVID-19 Pandemic

REQUIRED DOCUMENTATION 
For an application to be considered, the following documents must be submitted: 

• Completed and signed Application Form and any certifications thereto
• Evidence of active registration in the State from the Secretary of State’s Office
• Evidence of entity existence since June 1, 2019 
• Copy of valid City of Norco Business License or other relevant permits 
• Copy of Profit & Loss Statement and/or business tax return from previous two (2) years  
• Documentation and/or notarized statements demonstrating negative economic impact

Applications, with all required attachments, must be submitted in one of the following ways:

PROCESSING 
Applications will be processed in the order they are submitted. No administrative fees or processing charges are imposed. Applications will be reviewed within 21 business days. An email/letter will be provided to the applicant regarding the eligibility status. Successful applicants will receive funding within 45 days of approval.
