Welcome to the City of Norco, Business License Section. A City business license is necessary prior to commencing a business or any work in the City of Norco. The City of Norco’s business license term is for a twelve month period starting July 1 and ending every year on June 30. The business license tax varies depending on the type of business.
A business license application must be completed along with the appropriate supplemental forms. You will find on this website the business license application to fill out as well as any supplemental forms applicable to your business. Included in the supplemental forms for each type of business is information specific to each business that lists the fees applicable, instructions and contact information.

Once you fill out the City of Norco business license application and/or the appropriate supplemental forms, please submit them to the City of Norco, Business License Division, 2870 Clark Avenue, Norco, CA 92860. The City mails out the business license within a week after payment is received and all department approvals have been obtained. Once received, please post your business license at your place of business.

*New State Mandate Fee, Effective January 1, 2013
On September 19, 2012, Governor Brown signed into law SB-1186 which adds a state fee on any applicant for a local business license or similar instrument or permit, or renewal thereof. The purpose is to increase disability access and compliance with construction-related accessibility requirements and to develop educational resources for businesses in order to facilitate compliance with federal and state disability laws, as specified. Under federal and state law, compliance with disability access laws is a serious and significant responsibility that applies to all California building owners and tenants with buildings open to the public. Effective January 1, 2018, the fee is $4.
