Planning Director Steve King

Steve King has provided urban planning, community development and building expertise to the City of Norco for nearly 20 years. He began as a contract Senior Planner in 1993, ultimately becoming Planning Director in 2011. In a community where zoning regulations—the half-acre minimum lot size, for instance—protect a rural lifestyle, the Planning function is of critical importance. 

Mr. King’s previous public sector experience included the Utah municipalities of Sandy and Provo, where he worked while in college, and the Inland Empire cities of Murietta and Moreno Valley. He has also gained valuable experience in the private sector at the engineering firms of Albert A. Webb Associates and Crouse Beers & Associates.

Mr. King earned a B.S. in Urban & Regional Planning from Brigham Young University (BYU), and continues to be an enthusiastic Cougars fan. “I was always fascinated by architecture and the built environment,” explains Mr. King of his inspiration for studying planning. He received his American Institute of Certified Planners (AICP) certification in 1997.

As the City of Norco’s Planning Director, Mr. King oversees approximately seven employees in Planning, Building & Safety and Code Enforcement, bringing together a diverse range of skill sets. The department processes all requests for site planning, rezoning, variances, conditional use permits (CUPs), subdivisions, and sign applications, and presents recommendations to the Planning Commission and City Council. “Land use issues can be emotional, but our job in Planning is to interpret the Municipal Code with impartiality and present balanced recommendations to the City’s decision makers.”

The Planning Director also works closely with Economic Development staff in attracting new businesses to the community. Mr. King is a member of the American Institute of Certified Planners (AICP) and American Planning Association (APA).

Mr. King enjoys travel and camping, and continues to work his way through as many architectural landmarks and National Parks as he possibly can. He resides in Temecula’s wine country with his family.
