Lt. Andrew Elia

Lieutenant Andrew Elia was appointed by Riverside County Sheriff Chad Bianco as the dedicated lieutenant for the City of Norco Police Department—in effect, the City’s Police Chief—effective January 17, 2019.

After graduating from the Los Angeles County Sheriff’s Department academy, then-Officer Elia worked for the San Marino Police Department. In 2001, Officer Elia lateraled to the Riverside County Sheriff’s Department as a Deputy Sheriff, assigned to the Jurupa Valley Station, where he patrolled unincorporated areas of Riverside County as well as the city of Norco. During his time, Deputy Elia graduated from the Special Weapons and Tactics academy, was assigned as a Field Training Officer, and was a School Resource Officer.

In 2005, Deputy Elia was promoted to the rank of Corporal at the Moreno Valley Station, where he was assigned to the Problem Oriented Policing Team. In 2008, he was promoted, earning the rank of Sergeant and transferred to the Robert Presley Detention Center. In 2010, Sergeant Elia was transferred to the Ben Clark Training Center. In 2011, Sergeant Elia was transferred to the Jurupa Valley Station, where he worked a number of different assignments including patrol, watch commander, the Special Enforcement Team, and administration. In 2017, he promoted to the rank of Lieutenant and was transferred to the Larry D. Smith Correctional Facility overseeing Operations and Administration.

In his current position, Lieutenant Elia oversees the operations of the Norco Sheriff’s Office, which is a satellite office of the Jurupa Valley Station. The deputies assigned to the Norco Sheriff’s Office (as well as additional staff and volunteers) are part of the larger operation of the Jurupa Valley Station, allowing the Norco Sheriff’s Office to draw upon the considerable resources of the Riverside County Sheriff’s Department.

Lieutenant Elia resides in Riverside with his wife and children. He holds a Bachelor’s Degree in Business Administration. On behalf of the men and women of the Norco Sheriff’s Office, I thank you for your support as we work together to provide responsive, innovative and efficient public safety.
