Palomino Business Park Final Environmental Impact Report
The City has released a Notice of Completion of the draft environmental impact report (EIR), or the Final EIR, for Palomino Business Park, a 110-acre mixed-use industrial/office and retail development being proposed on the former Norco Ranch Inc. egg processing campus. The site is roughly bounded by Pacific Avenue, Second Street, First Street, and bisected by Mountain Avenue.

The EIR addresses an eventual development of approximately 2,010,000 square feet of new building space in 35 industrial/office buildings and three commercial buildings, with related on-site and off-site improvements. This would require the removal of 36 existing single-family residences that are mostly abandoned. Palomino Business Park has the potential of attracting a wide variety of new businesses to the City, creating new jobs and generating revenue.
The first phase of the project is being considered by the Planning Commission in a public hearing on Wednesday, May 13, 2020. The first phase is west of Mountain Avenue to Pacific Avenue and between First Street and Second Street, including a five-acre site on the southwest corner of First Street and Mountain Avenue. This first phase consists of 18 industrial/office buildings and three water quality control basins on approximately 81.65 acres.
Due to the Stay at Home Order issued by Governor Newsom on March 17, 2020, any person desiring to participate in the public hearing may submit their comments via email or postal mail only.
Any person may submit written comments to the Norco Planning Department on or before Wednesday, May 13, 2020 by 5:45 p.m. Submission options include:
