Effective December 14, City of Norco Closes Various Facilities and Suspends Programs/Events

In accordance with the California Department of Public Health’s issuance of a Limited Stay at Home Order and Regional Stay at Home Order, which affects Riverside County, the City of Norco will temporarily close all public facilities, suspend all programs and events held at said facilities, and will transition to electronic and telephonic assistance services beginning on Monday, December 14, 2020 until further notice. These closures and suspensions are temporary precautionary changes to City operations that will protect City employees and the public who use City services and facilities. The decision to close facilities to the public will be reviewed frequently as conditions change.

City Hall: All programs, events, meetings and in-person assistance services are suspended at City Hall until further notice. Electronic and telephonic assistance services remain available. *Please note, City Hall and satellite facilities will be closed from December 23, 2020 through January 4, 2021. Calls will be returned upon reopening on January 4, 2021.

Public Meetings: All public meetings, including City Council meetings, will be closed to the public and can be viewed via livestream at Members of the public may submit public comments by emailing

Public Safety Services: While these modifications will not affect the work schedules of police or fire operations, the Norco Sheriff’s Station and the Fire Administration Office at Station 47 will be closed to the public. Animal Shelter: All in-person assistance services are suspended at the Norco Animal Shelter until further notice. Parks, Trails & Neighborhood Arenas: Parks and most park amenities will remain open. Residents are able to utilize horse trails, walking paths and neighborhood arenas while practicing required social distancing. Open space areas, such as Pumpkin Rock, are currently open and close at dusk.

Rose M. Eldridge Senior Center: The Rose M. Eldridge Senior Center remains closed to the public, however the Congregate Meal Program and Transportation Program will continue.   • Congregate Meal Program participants may reserve a take-home packaged lunch by calling Sodexo’s office at (951) 827-3613.
  • The “Seniors on the Move” transportation program, which is available to all Norco resident seniors 50 years and older, able-bodied Norco resident military veterans 50 years and older, and disabled Norco residents of any age, will continue. This program provides free transportation to residents within a 30-mile radius outside of Norco city limits for necessary grocery shopping, medical visits, obtaining prescriptions, paying bills, postal services and banking.

Other Public Facilities: All amenities are closed, all events are cancelled and all programs, permitted uses and in-person assistance services are suspended at the following public facilities until further notice:

    • Open Riding in Clark Arena will continue but will be limited to no more than five trailers onsite at a time.
  • George Ingalls Veterans Memorial Plaza
  • Riley Gymnasium
  • Scout House
  • Wayne Makin Shearer Sports Complex

The City of Norco strongly advises residents to avoid non-essential gatherings to protect public health and slow the spread of COVID-19 (coronavirus). If you must attend a gathering for essential services, please implement social distancing of six feet per person and wear a face covering.

The City of Norco is taking extra precautions for the safety and well-being of our residents and staff. We are following recommendations and best practices from the Centers for Disease Control and Prevention (CDC) and Riverside County Public Health Department. The City is monitoring the situation and is prepared to respond should the situation change.
