Measure R: Formation of the Citizens' Oversight Committee

On Wednesday, January 16, the City Council will discuss the formation of the Citizens’ Oversight Committee, which will oversee Measure R revenues and expenditures. Residents are encouraged to email their input to the City Council at citycouncil@ci.norco.ca.us.

On July 18, 2018, the City Council approved Ordinance No.1041 providing for the implementation of a one percent (1%) Transactions and Use Tax subject to the approval of Norco voters. On November 6, 2018, Norco voters approved the implementation of the tax under Measure R with nearly 57% of voters voting in support of Measure R.  Measure R provides for the establishment of a Citizens’ Oversight Committee and annual independent audit. The Citizens’ Oversight Committee is an advisory body to the City Council charged with the responsibility for reviewing and prioritizing list of projects and programs to be funded with Measure R tax revenue; reviewing Measure R revenue, expenditure and related reports to ensure that Measure R revenues are expended efficiently and effectively; and overseeing the required independent audit. In discharging these duties, the Citizens Oversight Committee will make appropriate recommendations to the City Council.

The tax rate change as a result of the passage of Measure R will become effective on April 1, 2019. Ideally, the Citizen’s Oversight Committee should be duly constituted before this date. The proposed resolution provides for the establishment of the Citizens’ Oversight Committee and outlines other relevant provisions including name, term of members, composition of Committee members, duties and responsibilities; eligibility requirements, selection process, meetings, City support and training.
