Press Release: Norco City Council Approves Proposed CarMax Development

NORCO, CA—At its regular meeting on Wednesday, January 16, the Norco City Council voted unanimously to approve a proposed CarMax development on 6.74 acres located off of the I-15 Freeway at the intersection of Second Street and Valley View Avenue. The vote included related approvals of a Site Plan, Specific Plan Amendment, Zone Change, and General Plan Amendment.

In reviewing the proposed CarMax development, the City Council determined that the project represents the highest and best use of the site based on its proximity to the freeway, and that it would have a significant positive economic impact to the community by generating approximately $700,000 in new tax revenues per year, creating new local employment opportunities and strengthening the City’s existing Auto Mall.

City staff thoroughly evaluated potential development impacts, and CarMax agreed to nearly 90 conditions, including notable landscaping and decorative additions, as well as traffic, lighting and noise mitigations. CarMax also agreed to support significant public improvements, including street, curb, gutter, sidewalk and horse trail improvements, which demonstrates the company’s commitment to enhance the surrounding neighborhood.

CarMax employs more than 25,000 associates nationwide and, for 14 consecutive years, has been named as one of the Fortune 100 Best Companies to Work For. CarMax and The CarMax Foundation are committed to supporting the communities where they operate, including Norco, through donations to nonprofit organizations and grants to worthy causes.

CarMax will continue to work with City staff to complete the entitlement process and obtain various permits before starting construction. A construction timeline has not been determined at this time.
