Riverside Considers Transmission Lines Along Santa Ana River in Norco

On Tuesday, November 15, 2022, the Riverside City Council will discuss the Riverside Transmission Reliability Project (RTRP), which will construct transmission lines along the northern border of the City of Riverside, including a section along the Santa Ana River in Norco. In response to concerns about unsightly and dangerous above-ground transmission lines, the Riverside City Council is considering a hybrid alternative that would underground most of the project. While this positive effort would underground portions of the RTRP in other areas, the proposal still includes a section of above-ground transmission lines in a fire-prone area along Norco’s portion of the Santa Ana River in River Trails Park.

Since 2017, the Norco City Council has communicated its concerns about the RTRP and has publicly opposed the construction of any above-ground transmission lines in River Trails Park along the Santa Ana River. The RTRP will provide the City of Riverside with critical additional power capacity to serve existing and projected electrical demand, however, if approved as is, this project will negatively impact aesthetics, natural resources, recreational opportunities, fire safety, and property values in the City of Norco.

Residents may submit public comments to the Riverside City Council in support of the proposed hybrid alternative and undergrounding the transmission lines along the Santa Ana River in Norco (Agenda Item 20). Residents may submit comments in-person, by phone, via Zoom or via email to City_Clerk@riversideca.gov.
