In order to provide a framework for guidance on legislative activities, the City Council adopts a Legislative Platform annually in February. Rooted in the City of Norco's Core Values and Strategic Plan Directions, the Legislative Platform establishes the City's official positions on various legislative issues.

The 2026 Legislative Platform was adopted by Resolution No. 2026-08 on February 18, 2026.

 Local Control
  • Retain local control over all land use decision-making.
  • Retain control of local revenues, including how revenues are obtained and expended at the local level.
  • Advocate for equitable distribution of online sales taxes.
  • Oppose any actions that seek to reduce City authority and/or increase State authority over operations of cities.
  • Support the home rule authority of Charter cities.
Public Health, Safety, and Wellness
  • Advocate for funds to support full undergrounding of the Riverside Transmission Reliability Project (RTRP) and oppose efforts for construction of the RTRP’s above ground high-voltage power lines.
  • Support collaborative efforts to provide services, shelter, and housing for homeless neighbors, and advocate for Federal and State funding for these programs.
  • Support public safety programs and funding for police, fire, and animal control services.
  • Support legislation that protects working animals and promotes the use of working animals.
  • Strengthen traffic safety laws and promote driver education and traffic calming measures.
  • Support greater local control of City-produced guidelines for setting speed limits.
Human Capital
  • Oppose State measures and mandates that increase personnel salary, benefits, and other related costs to cities. 
Economic Development and Financial Stability
  • Advocate for the closure of the California Rehabilitation Center (CRC) and the adaptive reuse of the Norconian Hotel and Resort property. 
  • Expand the Norconian Hotel’s designation on the National Register of Historic Places to include the entire Norconian Resort / former U.S. Naval Hospital property and buildings.
  • Advocate for funding for adaptive reuse and historic preservation.
  • Support the development and operation of the Navy’s Inland Empire Tech Bridge in Norco. 
  • Support measures that promote local economic development and give cities flexible economic development tools.
  • Oppose unfunded mandates.
  • Advocate for State funds to help meet the State’s affordable and workforce housing mandates.
Communication and Stakeholder Experience
  • Advocate for and support measures that align with the City’s Core Values, including agricultural, animal-keeping, and equestrian activities.
  • Oppose any measures that would adversely impact the City’s Core Values, including Norco’s all-American, small-town character; agricultural, animal-keeping lifestyle; or rural, equestrian-oriented atmosphere.
Infrastructure and Asset Management
  • Support measures to secure water resources and enhance water supply.
  • Advocate for funds to support recycled water infrastructure.
  • Oppose any diversion of existing funding sources for street and other infrastructure maintenance.
  • Advocate for funding towards demolition and remediation of the former State sewer plant that was used by CRC and transfer the site (once clean) to the City for open space.
