On February 16, 2022, the Norco City Council adopted the 2022 Strategic Plan, which is a document that guides City decisions and actions over a multi-year period.

The 2022 Strategic Plan consists of five strategic directions that are dedicated to fulfilling the organization's mission statement and preserving Norco's rural lifestyle. The strategic directions will be addressed from 2022-2026 and include corresponding action plans that specify a departmental lead, support team and completion date.

Strategic Directions

1. Public Health, Safety and Wellness: Enhance quality of life by promoting public health, safety and wellness initiatives for all community members

2. Human Capital: Build a sustainable workforce to meet the needs of all stakeholders

3. Economic Development and Financial Stability: Assure financial stability by expanding development efforts, diversifying revenue sources and continuing prudent financial management

4. Communication and Stakeholder Experience: Enhance the stakeholder experience, engage the community, and build brand awareness through proactive, effective and consistent communication

5. Infrastructure and Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets

2016 Strategic Plan

Adoption

August 2016: Following unanimous approvals by all City Commissions and Advisory Councils the City Council approved a written Strategic Plan that will guide City decisions and actions over the next three to five years. The Strategic Plan includes a revised mission statement, revised vision statement and five separate strategic priorities along with specific actions that are necessary to achieving the strategic priorities. The strategic priorities which were developed by Commissions and Advisory Council Members, City Council Members, staff and residents are as follows:

Infrastructure – Establish funding for planning, maintenance, replacement and development of infrastructure
Community Outreach – Engage with the community through excellent customer service, communication and programs
Financial Stability – Assure financial stability by identifying new revenue sources and continuing prudent financial management
Economic Development – Increase transient occupancy tax (TOT) and sales tax by attracting new businesses, retaining existing businesses, and attracting tourism
Public Safety – Improve the quality of life by enhancing public safety services

Completion

February 2020: The City Council was provided with third-year progress updates on the City of Norco Strategic Plan, which was adopted in 2016 pursuant to unanimous approvals by all City Commissions and Advisory Councils. The Strategic Plan guided City decisions and actions during the past several years, and every staff report considered by City Council was required to demonstrate the proposed action’s consistency with the Strategic Plan.

Every year, the City Council and department heads held a workshop to update the City’s Strategic Plan to ensure that specific goals and actions codified in the Strategic Plan were being achieved or were on track. Virtually every action plan enumerated in the Plan has now been achieved, which speaks highly of the City Council, Commissions, Advisory Councils and staff—as well as the Norco community, which has provided valuable input throughout the process.
