City Hall Holiday Closure

City Hall and Satellite Facilities will  be closed on Monday, January 19, 2026 in observance of Martin Luther King Jr. Day. Inquiries will be returned upon reopening on Tuesday, January 20, 2026. Online bill pay is available. On February 16, 2022, the Norco City Council adopted the 2022 Strategic Plan, which is a document that guides City decisions and actions over a multi-year period.

The 2022 Strategic Plan consists of five strategic directions that are dedicated to fulfilling the organization's mission statement and preserving Norco's rural lifestyle. The strategic directions will be addressed from 2022-2026 and include corresponding action plans that specify a departmental lead, support team and completion date.

Strategic Directions

1. Public Health, Safety and Wellness: Enhance quality of life by promoting public health, safety and wellness initiatives for all community members 

2. Human Capital: Build a sustainable workforce to meet the needs of all stakeholders

3. Economic Development and Financial Stability: Assure financial stability by expanding development efforts, diversifying revenue sources and continuing prudent financial management

4. Communication and Stakeholder Experience: Enhance the stakeholder experience, engage the community, and build brand awareness through proactive, effective and consistent communication

5. Infrastructure and Asset Management: Ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets
